Summary: The last Fee Revision in MDUSD was in 2014, effective January 1, 2015. Fee structures should be evaluated annually to ensure the expenses that we charge are valid and justifiable, based on the California Civic Center Act. The California Department of Education created a "Sample Calculation Using Proposed Title 5 Regulations Section2 14037 through 14042" matrix that collects the following data: number of hours of anticipated use, useful life, costs of salaries/benefits to maintain the facility/grounds, annual cost of supplies, and administration of the Civic Center Act. Staff input all of this data into the CDE templates for different facilities in the district. The proposed changes are based on the allowable amendments to the Civic Center Act.
The one notable change is that for sports fields. They have been charged by season. Their fees have been capped at $550, which has allowed them to use all the fields at an entire school for 5 months, 7 days a week, all hours outside of school time and school sports' team usage. This fee is significantly lower than the costs incurred by MDUSD to maintain the fields, and also do not take into account the lifespan of turf fields and their replacement costs. Field rates will be charged per playing fields at a site and not as an entire site. Calculations for the
